Under direction, performs work involved in providing financial advice and counseling to individual property owners who have applied for various property and home improvement grants and loans;provides advice and counseling to individuals or businesses seeking commercial grants or loans; performs work involved in reviewing and/or processing of loans and grant applications and disbursement of funds;does other related duties.

EXAMPLES OF WORK:
Interviews applicants and explains availability of financial programs; provides financial advice to property owners, Individuals or business owners; describes program eligibility, benefits and procedures.
Prepares and provides assistance in preparation of loan or grant applications
Provides advice to property owners regarding methods by which to secure bids from contractors; may provide referrals to reliable Contractors
Completes required documentation; obtains and investigates property owner's financial status; evaluates credit ratings; verifies employment, property ownership, income, and other Financial reports; and obtains appraisals when necessary to determine eligibility
Conducts closings with property owners and contractors and completes final arrangements.
Prepares correspondence.
Prepares progress and other required reports.
Reviews and verifies cost estimates provided by contractors and prepares cost estimates for improvements based thereon.
Makes arrangements for property inspections prior, during and after completion of improvements; may participate in property inspection to ensure adherence to approved plans, codes and standards.
Establishes and maintains essential records and files.May maintain a working relationship with representatives of federal, state, and local agencies involved with existing or proposed programs for property improvement.
May speak before civic, church, and community groups to inform them of programs, objectives, and procedures to be followed in applying for program benefits.
Reviews completed loan and grant applications to ensure conformity with applicable guidelines, rules, regulations, and laws; certifies loan and grant applications as to completeness,conformity with regulations, availability of funds and other conditions applicable to granting or denial of grants and loans prior to final approval.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
EXPERIENCE:
Three (3) years of experience in the review and approval of applications for consumer, real estate and/or commercial loans or credit,or in the preparation and processing of loan and/or grant applications, or in providing financial counseling and credit analysis to grant or loan applicants.
LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility,is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of methods and techniques utilized to review, evaluate, approve, or disapprove loan and grant applications.
Knowledge of problems involved in collection and analysis of financial and credit information.
Ability to interview prospective applicants, explain details of financial assistance programs, and provide appropriate financial advice based on applicant's financial status.
Ability to obtain and verify appropriate financial credit information and evaluate applicant's financial status in accord with established regulations and standards.
Ability to perform mathematical calculations.
Ability to read and interpret laws and regulations applicable to the administration of a loan/grant program,and apply them to specific situations.
Ability to review, verify, and prepare cost estimates.
Ability to prepare and provide assistance in preparation of loan or grant applications and in other appropriate documentation necessary to secure financial assistance.
Ability to prepare correspondence and reports.
Ability to work effectively with public, contractors, coworkers and others whose functions impact upon those of unit.
Ability to organize assigned work and develop effective work methods.
Ability to establish and maintain essential records and files.\
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
