Position Overview:
Under the general supervision of a supervisory official in a state or local department, institution or agency, coordinates department or agency data processing, word processing, and data communications activities to ensure efficient and effective installation and use. We are looking for an experienced and highly skilled Project Manager to lead and oversee critical telecommunications and fiber optic infrastructure projects. The ideal candidate will have a strong track record of successfully managing complex, large-scale projects from initiation to completion, with a focus on delivering high-quality, cost-effective solutions within established timelines.
This role requires ability in managing fiber optic deployments, network infrastructure, and telecom-related projects, coupled with a proven ability to coordinate cross-functional teams, manage stakeholder expectations, and navigate the technical, regulatory, and operational challenges common in telecom environments.

Key Responsibilities:
- Project Planning and Execution: Lead the planning, execution, and delivery of telecom and fiber optic projects, ensuring adherence to budget, schedule, and quality standards. Develop comprehensive project plans, work breakdown structures (WBS), and project schedules.
- Supervises the installation, operation, maintenance, and assignment of all department or agency data processing facilities and resources; plans and/or supervises the planning for expansion of all data processing services.
- Stakeholder Management: Collaborate with internal stakeholders (engineering, operations, finance, legal, etc.) and external partners (contractors, vendors, regulatory bodies) to ensure project alignment with strategic business goals and stakeholder requirements.
- Supervises the preparation of schedules and outlines the essential steps to be taken in the installation and/or conversion to data processing systems.
- Team Leadership: Provide leadership to project teams, including engineers, field crews, and subcontractors. Foster a collaborative work environment, ensuring teams are motivated, focused, and equipped to meet project milestones.
- Risk Management: Proactively identify project risks and develop mitigation strategies. Monitor potential risks and issues throughout the project lifecycle, implementing corrective actions, as necessary.
- Quality Assurance & Compliance: Ensure that all projects are delivered in compliance with industry standards, local regulations, and company policies, particularly in relation to fiber optic standards and telecom infrastructure.
- Budget & Resource Management: Develop detailed project budgets, ensuring resources (human, financial, and materials) are distributed appropriately and managed effectively. Track and control project expenses, ensuring adherence to financial constraints.
- Reporting & Documentation: Prepare and present regular project status reports to senior management, providing updates on project timelines, budgets, risks, and key deliverables. Maintain thorough project documentation for audits, post-project reviews, and regulatory compliance.
- Supervises the establishment and maintenance of essential records, reports and files.
- Client Interaction: Serve as the primary point of contact for clients, ensuring that all client needs and expectations are met while keeping positive relationships. Provide technical guidance and ensure project deliverables meet client specifications.
- Vendor & Subcontractor Management: Oversee the selection, negotiation, and management of external vendors and subcontractors, ensuring they meet performance expectations and project deadlines.
Requirements:
NOTE: Applicants must meet one of the following or a combination of both experience and
education. Thirty (30) semester hour credits are equal to one(1) year of relevant experience.
- Education: Bachelor’s degree in engineering, telecommunications, project management, or a related field (preferred).
- Certifications: Project Management Professional (PMP) certification is highly preferred. Other relevant certifications such as Six Sigma, Agile, or ITIL are a plus.
- Experience: ° Minimum of 7-10 years of experience in project management, with at least 5 years of experience in the telecom or fiber optic industry. ° Proven record of accomplishment of managing large-scale fiber optic and telecommunications infrastructure projects, from design through implementation and handover.Extensive experience managing projects with a focus on fiber optic network installations, upgrades, and maintenance. ° Strong understanding of telecom technologies, fiber optic standards, and regulatory requirements (e.g., FCC, local permits, zoning regulations).
- Technical Expertise: ° Strong technical understanding of fiber optic design, deployment, and testing processes. Familiarity with telecom systems, network architecture, and the integration of fiber optic infrastructure into existing networks. * Project Management Skills: ° Expertise in project management tools (e.g., Microsoft Project, Primavera, or similar) and methodologies (Waterfall, Agile, etc.).° Demonstrated ability to develop and manage project plans, budgets, and schedules.
- Leadership & Communication: ° Exceptional leadership skills, with the ability to manage cross-functional teams and coordinate complex projects. ° Excellent communication skills (verbal and written), with the ability to engage effectively with both technical and non-technical stakeholders.
- Problem-Solving & Decision Making: ° Strong analytical skills with the ability to address complex project challenges and propose practical solutions.
